Professor of Political Science at the University of San Diego. Director of the Trans-Border Institute (2003–2013) and Principal Investigator of the Justice in Mexico project. PhD from UC San Diego. Wilson Center Global Fellow.
Shirk built TBI into a nationally prominent research center and created the Drug Violence in Mexico / Organized Crime and Violence in Mexico report series, one of the most widely cited English-language sources for tracking organized crime-related violence in Mexico. His research covers Mexican politics, US-Mexican relations, law enforcement, criminal justice reform, and border security.
