The Cartel Jalisco Nueva Generación emerged circa 2010 from the remnants of the Milenio Cartel, initially operating as “Mata Zetas” (Zeta Killers), a vigilante force ostensibly targeting Los Zetas. Under Nemesio Oseguera Cervantes (“El Mencho”), CJNG rapidly expanded to become one of Mexico’s most powerful cartels, filling power vacuums left by the Zetas’ decline and challenging the Sinaloa Cartel’s dominance.

CJNG’s rise illustrates the recurring cycle: each round of cartel disruption and fragmentation creates the conditions for new organizations to consolidate power.
